Outdoor Recreation Satellite Account

Updated Statistics

On February 14, 2018, the Bureau of Economic Analysis (BEA) released prototype estimates of the Outdoor Recreation Satellite Account (ORSA), which provided estimates of the size and scope of the U.S. outdoor recreation economy for the first time. This article describes updated ORSA statistics, which build on the prototype by incorporating user feedback and improved data and methods. These updated ORSA statistics now include more detailed statistics by type of outdoor recreation activity, along with additional statistics that show the price-adjusted estimates (also referred to as “chained-dollar” or “real” estimates) of gross output and gross domestic product (GDP). Specifically, the updated ORSA provides estimates of the outdoor recreation economy’s contribution to current-dollar and chained-dollar gross output and GDP by industry, corresponding price and quantity indexes, as well as employment and compensation statistics.

The ORSA joins BEA’s growing suite of satellite accounts, which provide detailed information on key sectors of the U.S. economy, such as health care, travel and tourism, and arts and culture. Satellite accounts provide complementary statistics that do not change official U.S. economic statistics, including GDP. Instead, satellite accounts provide additional detail and allow for a more in-depth analysis of a specific sector or aspect of the economy. For this reason, satellite accounts may overlap, as is the case with the Travel and Tourism Satellite Account (TTSA) and the ORSA; both include estimates of travel and tourism for non-local outdoor recreation trips.

The ORSA was built using BEA’s comprehensive supply-use tables, which provide insight into the internal workings of the U.S. economy and detail the contribution of specific industries and commodities to GDP. The supply-use data detail the flows of goods and services purchased by each industry, the incomes earned from production in each industry, and the distribution of sales for each commodity. The goal of the ORSA is to highlight the outdoor recreation production and spending that is already present in the supply-use tables. In practice, the ORSA is a rearrangement of the current data to isolate outdoor recreation spending and production. A detailed methodology of the ORSA, including background information on BEA concepts and general national accounting methods, is available as part of the BEA paper series.

This article begins with a short summary of the revisions to the ORSA statistics since the prototype estimates were released in February 2018. Next, major findings from the updated results are described, with a focus on the chained-dollar estimates of value added and gross output. The last section describes the next steps for the project.

With the release of the prototype ORSA estimates in February 2018, BEA asked for feedback from data users and other stakeholders regarding the definitions and activities included in the ORSA, plus any other comments that users thought may be relevant to this satellite account. User responses generally fell into three categories: adding expenditures related to local outdoor recreation trips, providing more detail about individual outdoor activities in the gross output by activity table, and adding additional economic statistics. This user feedback was addressed in the updated ORSA statistics.

Specifically, the new ORSA statistics now include production related to all outdoor recreation trips, whether those trips are close to home or away from home (that is, at least 50 miles from home). The prototype ORSA estimates followed the definitions, framework, and estimating methods used for the TTSA and therefore excluded local trips. However, given the overwhelming user feedback, precedent in past outdoor recreation literature, and availability of data from the Bureau of Labor Statistics Time Use Survey, the new ORSA now includes production related to local outdoor recreation trips.

Additionally, the gross output by activity table has been expanded from 35 line items to 48 line items to show more detail about outdoor recreation activities. For example, the outdoor activity “guided tours/outfitted travel” in the prototype has been disaggregated into water guided tours/outfitted travel and air/land guided tours/outfitted travel.

Finally, the updated ORSA statistics include more than a dozen new tables over what was released as part of the prototype. These new tables show chained-dollar estimates of value added and gross output, plus the corresponding price indexes and growth rates associated with these chained estimates.

Value added

In 2016, the outdoor recreation economy accounted for 2.2 percent of nominal U.S. value added (chart 1). Value added is the value of the goods and services produced by the nation’s economy less the value of the goods and services used up in production. It is effectively a measure of GDP—or an industry’s contribution to GDP. For chained-dollar GDP, the outdoor recreation economy contributed $378.2 billion to the U.S. economy in 2016 (table A). Value added for the outdoor recreation economy is comparable in size to both the mining and utilities industries according to the North American Industry Classification System (NAICS).

The top industry contributor to chained-dollar GDP in 2016 was the arts, entertainment, recreation, accommodation, and food services industry ($94.0 billion), contributing 24.8 percent to total ORSA GDP (chart 2). The next largest industries were retail trade ($85.4 billion), manufacturing ($59.7 billion), wholesale trade ($33.4 billion), and transportation and warehousing ($29.7 billion).

The outdoor recreation economy grew 1.7 percent in 2016 (table B), faster than the 1.6 percent real growth for the overall economy. The fastest growing industry between 2015 and 2016 was agriculture, forestry, fishing, and hunting with a growth rate of 13.0 percent. Growth rates for other major industries include information (8.8 percent); federal government (4.7 percent); finance, insurance, real estate, rental, and leasing (3.7 percent); and construction (3.0 percent).

Gross output

Total real gross output for the outdoor recreation economy in 2016 was $734.2 billion (table C). Gross output is principally a measure of sales or revenue from production for most industries. For core outdoor recreation activities, gross output includes the gear, equipment, fuel, concessions, maintenance, repair, and fees related to the activities. The largest core outdoor recreation activity was boating/fishing, with gross output of $36.9 billion. The next largest activities in 2016 were game areas (includes golfing and tennis) with a real gross output of $34.7 billion, RVing ($30.0 billion), guided tours/outfitted travel ($25.7 billion), and festivals/sporting events/concerts ($23.1 billion).1 Aside from the individual outdoor recreation activities, travel and tourism ($233.1 billion), multi-use apparel and accessories (conventional) ($83.3 billion), and local trips ($74.5 billion) proved to be significant contributors to gross output, accounting for over half (53%) of total gross output in 2016 (chart 3).2

Total real gross output of the outdoor recreation economy grew 2.5 percent between 2015 and 2016 (table D). The fastest growing activity was motorcycling/ATVing with a growth rate of 8.0 percent.3 Other quickly growing activities were equestrian (6.6 percent), productive activities (includes gardening) (6.3 percent), game areas (includes golfing and tennis) (6.2 percent), and hunting/shooting/trapping (6.2 percent).

Manufacturing, the industry with the largest real gross output in the outdoor recreation economy in 2016, accounted for $177.5 billion of gross output (table E). The next largest industries were arts, entertainment, recreation, accommodation, and food services ($170.2 billion); retail trade ($141.6 billion); transportation and warehousing ($68.9 billion); and wholesale trade ($51.1 billion).

The fastest growing industry for real gross output between 2015 and 2016 was agriculture, forestry, fishing, and hunting with a growth rate of 10.3 percent. Other fast-growing industries were information (8.7 percent), manufacturing (5.0 percent), construction (4.7 percent), and professional and business services (4.7 percent).

Compensation and employment

In 2016, compensation (wages and benefits) for the outdoor recreation sector was $213.6 billion (table F), similar to compensation for the computer systems design and related services industry ($245.1 billion) and higher than the real estate and rental industry ($144.5 billion). The arts, entertainment, recreation, accommodation, and food services sector was the largest industry contributor to outdoor recreation compensation ($68.8 billion). Outdoor recreation compensation had an average annual growth rate of 3.8 percent between 2012 and 2016.

The outdoor recreation economy directly supported 4.55 million jobs in 2016 (chart 4). This is similar to the nondurable goods manufacturing industry (4.63 million) and larger than the educational services industry (3.61 million). The top five industries for outdoor recreation employment were arts, entertainment, recreation, accommodation, and food services (1.96 million); retail trade (1.37 million); manufacturing (275,000); state and local government (244,000); and transportation and warehousing (204,000) (table G). Employment for the outdoor recreation economy grew 1.1 percent annually, on average, between 2012 and 2016.

BEA developed the ORSA under a 2-year interagency agreement with the Department of Interior and other federal agencies that serve as stewards of public land and waterways and as stipulated in the “Outdoor Recreation Jobs and Economy Act of 2016.” Subject to time, data, resource, and funding constraints, BEA will endeavor to continue updating these statistics in the future as well as produce state estimates and other extensions to this satellite account.
